In Perm, a meeting of the Board of the Union of Russian Cities took place.

Perm hosted the Board meeting of the Union of Russian Cities for the third time and once again became an expert platform for exchanging municipal management experience. Representatives from 18 cities across Russia attended the event in the regional capital, including Tyumen, Samara, Ulyanovsk, Omsk, Kirov, and others.
During the session, delegations presented modern technological and organizational solutions to ensure cleanliness and order in urban areas.
Eduard Sosnin, the Head of Perm, welcomed guests and emphasized in his report that the rules of urban development are an important tool establishing standards for city growth and ways to successfully implement them. The thorough preparation for Perm's 300th anniversary allowed taking a closer look at this document with special attention. This event served as a stimulus for updating approaches to urban improvement and finding optimal solutions for the benefit of its residents.
“Perm is always happy to contribute to the collection of best municipal practices. Establishing urban development regulations is just the first step towards successful organization of the urban environment. To fully enforce these norms, it is crucial to organize effective monitoring and strict control over compliance with requirements. Alongside them, effective sanctions for violations become a powerful incentive for responsible behavior among all stakeholders. Only clear interaction between these three components—rules, control, and penalties—ensures achieving set goals and creating a comfortable and safe urban environment,” noted Eduard Sosnin, the Mayor of Perm.
At the federal level, interesting and unconventional practices implemented in Perm were highlighted once again. Experts believe it is no coincidence that the city has risen from 13th to 4th place in the Urban Environment Quality Index for cities with population of over 1 mln people. All of this is the result of systematic and large-scale work by the municipality.
“Perm is one of the most active cities in the Union. Today, we decided to take a comprehensive look at the vast amount of work done by the municipality, focusing on maintaining cleanliness and order in the city. We discussed the formation of a digital map, which allows tracking various issues in real-time. We also looked at how work is conducted with violators of urban development regulations. In this sense, Perm was chosen as a city that has valuable experience and is ready to share it with other cities,” emphasized Andrey Maksimov, the General Director of the Union of Russian Cities.
Members of the Board of the Union of Russian Cities laid flowers at the monument to participants of the special military operation on Sibirskaya Street. During their visit, they had the opportunity to see some key objects of Perm personally, including the ecological park "Yegoshikhinskaya Valley" created under the project "Green Ring", unique both within the city and country scale educational institution "Design School 'Tochka'", where along with basic subjects there is specialized training in creative direction. Additionally, visitors familiarized themselves with the work of Perm City Administrative Technical Inspection, where a mobile complex using AI helps identify various violations such as graffiti, uncleaned garbage at container sites and green spaces.
